He was a really kind man, but he showed strict personality to his students.
Because these attitudes were needed for growth of student's humanity.
He thought that people are sleeping mentally.
People don't recognize about self true-character, attitudes and later effects.
So, he said that "people don't have to feel about self responsibility".
This word was strong sarcasm.
He wanted to say that people are stupid unless they know own behavior.

He went to Tibet as a secret agent of Russian Emperor around 1900.
